How to resolve this prob

When i tried to execute this command

CECI SET PROG(mapset-name) NEWCOPY

i getting the following error

RESPONSE: INVREQ
EIBRESP=+0000000016 EIBRESP2=+0000000003


how to solve the problem

You can't do newcopy using CECI transaction icon_idea.gif
