After conversion i am getting the sign bit changed from C to F.
That's NOT what you'd get with DFSORT. DFSORT uses a C sign for values converted with TO=PD or TO=PDC, or an F sign for values converted with TO=PDF. Since you're using TO=PD, you'd get a C sign.
If you look at your messages, I believe you'll see WER messages indicating that you're using Syncsort, rather than ICE messages indicating you're using DFSORT. If you do see ICE messages, then show me your complete control statements and messages.
