what situation a table column will be loaded into low value? what cause this problem?

Is that a character string of X'00's or an interger field of zero or a nullable column set to nulls?

Code that does not enter some "real" value. If the INSERT is done from variables that are not certain to contain acceptable values, "anything" might wind up in the column.
