Your question is too vague. Please be more specific. But, my first question would be is, why do you need this direct access and what do you need to do?

Is this an Interview question?

If it is, (and IMHO) it borders on requirements which are not normally part of an application programmer's duties nor their concerns.

I for one, wouldn't allow it.

The IT architects of Your company should know that this is not possible ( directly ).
an also should learn to write better specifications icon_cool.gif

the only workaround is to define some remote resources and check their availability.

a remote database or a remote transaction would be a good example of remote resources which could be checked thru cics
and from the success or the failure of the request infer the availability of the thing on the other side

that' s anyway the right way of doing things..
You just should check if the requested resource is available,
and act accordingly
regardless of the topology of Your systems
