If I'm not mistaken it's related to CHGMAN (ChangeMan). Your query might be clear to You but not to everyone reading it...please confirm.

Hi,
Check-out: This option allows user to get the latest production version of the component in Changeman package for development.
Staging: Staging libraries are created solely for the purpose of holding components of a particular package. This is a traditional environment where packages are built and reviewed in a controlled manner. Generally, the staging libraries are a mini environment where testing of the new version of the Project software is performed. When testing is complete, the contents of the staging libraries are copied to production. The staging libraries are deleted 15 days after installation.
