I am getting an error while executing in the REXX
REBLOCKING REQUIRED.

What is your REXX doing, and have you tried running with a trace to get some more information.
What was the error message code and what does the manual say about it. |

My rexx is copying the loads from one library to other
Copying is done in foreground....(without any batch JCL)
while copying we are getting this error |

there are specific utilities for copying load libaries,
and a REXX script is not, repeat not, the appropriate tool for such a task,
it would be wiser to review Your specifications |
