We run COBOL-DB2 programs using the utility IKJEFT01. Please let me know how to pass PARM to this COBOL-DB2 programs.

Are you using the DSN command or the CAF flavour?

You might find the fine manual very helpful in describing the DSN RUN command.

This is an example of SYSTSIN file, which contains various directives which directs IKJEFT01 which DB2 subsystem to connect to (DB2P), what DB2 plan to use (MYPLAN), what program to run (MYPGM), and what parameters to pass to this program.

This example shows that my program named MYPGM will receive one parameter 0001, and the IBM LE (Language Environment) will receive two parameters NOSTAE and NOSPIE.

However, ofer71 is right. The best place to look for answers is IBM manual. In this case see: Running a batch DB2 application in TSO
