What's the diff between ISPF Panel code and DTL?

Sort of a newbie question, but what is the difference between ISPF panel code and DTL? I've gotten some of the Panel examples on this fine site to work but have not been able to get a DTL example to work despite the fact that DTL lang looks fairly easy to learn and use.

Is one preferrable over the other?
Is one the new standard for making panel development easier and more efficient?

Pardon my impatience.
Found the "Using the conversion utility" section after RTFM.

ISPDTLC

This looks like it's gonna be fun programming with DTL!!!
