Can we convert a DLI program to BMP checkpoint restartable program if it has HSSR call in it?

A quick and dirty google search for "IBM IMS HSSR" reported 289 hits
it' s a component of the IMS tools
and the name is/(at least was when it was released as a FDP) the acronym for
High Speed Sequential Retrieval
and it was originally written by a Swiss Bank
when used for ims db unloads and reloads was 1 order of magnitude
faster than the standard IBM utilities
You might start looking at the IBM Redbook,
