I have a screen on which i have 4 fields horizontally position in a single line and this is repeated for all the lines on the screen.MY interest is in transfering the position of the cursor vertically downwards on pressing tab.Cursor should go to the next vertical column only when it has finished the vertical positioning on previous column.

you are asking for a multi-function from one key. besides, you are not on a pc (even though you terminal may be a pc - with emulator).
bms sends a map to the terminal, until you depress enter, the mainframe does not communicate with the map (your terminal).
unless you have made the fields on your second and subsequent rows protected, a tab will move to the next field horizontally, at the end of a row, then the next tab will move the cursor to the first unprotected field of the next row/ screen line.

previous column ? where.
suggest you read about bms and vtam communications. the mainframe does not interact with each keystroke on a screen (as with a pc windows - apple or MS).
