Different between Plan and Package?

Hi ,everybody.

I know that the concept of Plan & Package.
in original program... there is Bind Plan .....
but nowadays it is recommended to Bind Package.
My question is if I bind Package ,need I bind plan again?

could some friends show a sampe program binding Plan & package.
