In general ( not only ESDS related ) concurrent access to any
VSAM cluster is controlled by the "SHAREOPTIONS" definition parameter
If You abide to the SHAREOPTIONS constraints and
You are aware of the integrity exposures of concurrent access to a dataset,
( physical and logical )
then copying a dataset is just a read operation.
All said You can simply use a IDCAMS repro |

What is the ESDS being used for ? Is it allocated to CICS or another online process ?
In addition to IDCAMS you might try DFdss concurrent copy, and if you have Flashcopy or Snapshot implemented, either of those. |

Use the option TOLERATE(ENQFAILURE) for open files! |
