Cannot issue NEWCOPY, reset count not equal to ZERO

Hi All,

While trying to issue the NEWCOPY for a module I am getting an error message :

Cannot issue NEWCOPY, reset count not equal to ZERO.

I cannot set reset count = 0 and also there are no transactions running.

Please Help.

"Reset" count?
"Rescount(value) displays a 3-character string identifying the number of separate invocations of this program that are taking place at the time of this inquiry."
Try a CECI RELEASE PROGRAM(progname) to reduce the Rescount....

Tried the above command and got the error :

RESPONSE: INVREQ EIBRESP=+0000000016 EIBRESP2=+0000000007

Please advice.

"7 Either the command is issued for a program that was loaded, without the HOLD option, by another task; or the program has been enabled as a global user exit ."
Try a LOAD PROGRAM(progname) HOLD followed by two RELEASEs....

Hi friend,

1. First check whether some one is using that program, ask them to log off or purge/ release that transaction . Then try to create the NEWC of the program.

2. If no one is using that program , NEWC is getting error, that means load module is having some problem . first try to load program using below command

CECI LOAD PROG(PROGRAM NAME)

check the response of the above command , if it is normal then give NEWC of the program. Even this itis not working first delete load module from the PDS , then compile program name once again,then create the NEWC of the program.

When a newcopy through CEMT is not possible in the normal way you can do a PHASEIN newcopy!
Instead of typing the N for newcopy in the program line you type a P.
This means that all newly started transactions will use the new copy of the program while the still running ones use the old copy.
Very handy!

Hi friends,
This was solution given by IBM, i will also give the link for it



CEMT NEWCOPY or PHASEIN request fails with NOT FOR HOLD PROG
Technote (FAQ)

Problem
You receive message NOT FOR HOLD PROG when you enter a CEMT SET PROGRAM(progname) NEWCOPY or PHASEIN request for a program. CEMT INQ PROGRAM(progname) shows a non-zero RESCOUNT for this program.

Cause
The program was loaded using an EXEC CICS LOAD with the HOLD option. NEWCOPY and PHASEIN requests cannot be specified for a program loaded with the HOLD option.

Solution
Enter CECI RELEASE PROGRAM (progname) until the RESCOUNT is zero, and a subsequent NEWCOPY and PHASIN requests will succeed. Each CECI RELEASE PROGRAM(progname) request decrements the RESCOUNT by 1.

In our testing regions, the main reason for failed NEWCOPY is because someone is running a transaction from within the debugger. A 2 second transaction can become a 30 minute transaction when run in the debugger.

Do a CEMT INQ TASK to see if you can spot any long-lived transactions.
