Regarding PSBs with Load option and Insert option

Hi all,
This is my first post in this website. I am actually doing database conversions. I need to know what is the difference between a load PSB and an insert PSB i.e a PSB with a load option and a PSB with an insert option. The reason is because some of my databases get converted using load PSB and some don't. When is it appropriate to use them. Please help me with this dilemma

Use load option when the database is empty and you are try to to insert the very first record or a set of records initially...and use insert option when there are some records in the data base and you are trying to add more records to the database...

When you use the Load option, the DB must be initialized, empty, and STOPPED.
