Have you new copied it?
Is the new map in a lib in the RPL (before the old one)?
Do you know what the "Caps Lock" key is used for?

Some times even if you do new copy the new map may not be showing up in CICS region. You may need to refresh CICS Test region.

Only way I know, cemt new copy does not seem to work, is when you might be link-editing to the wrong lib (RPL) as William pointed out.

If it is wrong lib, recycling CICS won't do the trick.

You should never have to recycle CICS to bring in a new copy of a program or map, is autoinstall active.
