Diff bw deleting a File and it is uncatalogued

What difference it makes when we say a file is deleted and it is uncatalogued.

DELETED = DELETED i.e. the F1 DSCB is deleted from the VTOC and the catalog entry is also deleted

Uncatalogued - Only the catalog entry is deleted, and the dataset remains on DASD.

Please, do not uncatalogue DASD datasets. It only causes problems for the storage and support guys.

So what difference does Scratch/ NoScratch makes which is used while creating a GDG base.
