I would like to use an IBM utility to copy a sequential file, while omitting all records that have '99999' in the first position. Could someone please tell me the utility and what the sysin card would look like?

You can use DFSORT to do that.
If you go to the DFSORT forum, there are some sticky topics posted, and one of these will take you into the correct documentation.
Have a read and a play, and if you still need some help, post here. |

You do not have to sort the file with sort, you can just copy a file and include / omit certain records. |

Instead of coding SORT in your control statements, code COPY.
As Expat suggested, there is a lot of information in the DFSORT forum.

The correct utility is DFSORT which can perform sort, copy and merge operations as well as many other functions. The DFSORT job would be:
