Hi,
Under option 3 - Utilities
2- Dataset -> You can create GDG
4 - VSAM -> You can VSAM

see file aid 3.4 is catalogue
3.5 is for vsam

using file-aid we can create datasets, gdgs, and vsam files.
in file-aid option 3 is utility.
in that 2------> dataset,gdg
4-------> vsam

3 is utility and in that 5 is for vsam and 4 is actually for cataloging
