Firstly it depends what command you are using to call the CICS program defined in the Remote CICS region.
If you are utilizing the LINK or the XCTL command for the same the name of the external region CICS program should be defined in your CICS with the Remotesystem attribute defined and when you LINK the program you specify the SYSID parameter. Then for sync you can specify the SYNCONRETURN option depending upon the need of you application.
