To learn Mainframe Assember Programming, I would suggest a book which comes with a software:

MAINFRAME ASSEMBLER PROGRAMMING - BILL QUALLS
(From Wiley Computer Publishing)
ISBN 0471249939

This book comes with software which one can install on PC and actually run simulated assembler programs. As normally one need to have a mainframe access but with this software you can execute assembler programs on PC.
