Can't issue DB2 command through DSNC

DSNC STRT has completed successfully, but when I issue such db2 command as -DIS DB(XXXX) SP(XXXX), it'll fail and the error message is as below:
Code:

DFHDB2028 04/30/2007 23:14:19 CICS The user is not authorised to issue DB2
commands via DSNC.


And CESN failed as well
Code:

DFHCE3547 Security is not active. Sign-on cannot be performed.


It is said that if you want to use external security server as RACF,you must set SEC=YES in SIT, but after doing that, I got below message on the console.
Code:

12.18.02 STC00475  +DFHXS1106 CICS                                 
 Resource profiles could not be built for class ACICSPCT. CICS is 
 terminated. SAF codes are (X'00000004',X'00000000'). ESM codes are
 (X'00000010',X'00000000').


Anyone can help on this?

Your systems programmers, your security administrators

issue 1 ask the security administrator to give You the proper authorities
( if Your organization' s policy allows it )

issue 2/3 ask Your systems programmers and your security administrators to setup a proper environment

I'm setting up the CICS on Hercules, so if you know the detail steps, just let me know.

Current IBM licensing options do NOT let You run any LICENSED O/S on
Hercules...

but, if You have an agreement with IBM to do it, ask them for support
