After saving a member, while still in editor, try PROFILE LOCK.

Another option (my favorite) is to set a private initial macro. You can assign this macro using the EDITSET command.

Even with Caps on and the profile locked, if a member of a PDS or dataset has a single lower case character, editing the file will result the in below message:

Code:

-CAUTION- Profile changed to CAPS OFF (from CAPS ON) because data
          contains lower case characters.

You can find any lower case character in the file by using:

Code:

f P'<'

Doing line command UC99999 will "upper case" all characters within a file.
Once a file is saved with no lower case characters, accessing the file should keep you in upper case.
