what is difference between procedure division copy book and working storage copy book

COBOL Copybooks are all the same whether working storage or procedure division in this respect. They all copy pre-defined statements into your program.

Working storage copybooks would copy predefined working storage statements, i.e. file layouts, while procedure division copybooks will have COBOL instructions. i.e. paragraph for reading a file.
