SELECT with NODUPS will do that. I don't understand why you need a DFSORT command rather than a DFSORT/ICETOOL command. If you have DFSORT, then you have DFSORT's ICETOOL. Your site's payment for DFSORT covers the exta functions available with ICETOOL (which has been avaiilable with DFSORT since 1991), so why not use it?

SUM FIELDS=NONE is equivalent to SELECT with FIRST. All of the other functions supported by DFSORT's ICETOOL (NODUPS, ALLDUPS, FIRSTDUP, LASTDUP, etc) cannot be done with SUM FIELDS=NONE.
