FTP QUIT command

Does the server response for the QUIT FTP command depend only on connectivity or does it also depend on success of the FTP commands in the step.For example lets suppose we get the 220 and the 230 responses for connection success and then there is a PUT command that fails.
Will the server respond with 221 Goodbye for the QUIT or will it fail.

FTP QUIT comes only when transfer is Success else or quit command
closes the session once it was opend if it was opened transfer will be done and quits the server
If error occurs at connection to server it won't reach Quit
