ICETOOL utility to generate random output

Is it possible to use either the DFSORT or ICETOOL utility to generate random output.

In my case I have a sorted input file of 25,000 records. Each record is a number (00001 - 25000).

I need my output file to consist of 25,000 records in no particular order.

Any suggestions greatly appreciated?

Sort products do not have any built-in functions for generating random numbers.
