Can we count number of records in a File using JCL ?

Is it possible to count the number of records that are there in a File using JCL ?
Also which is the fastest way of counting records in a File ? Cobol program or JCl or EZYtrieve or REXX ? Please explain.

I would say JCL... Easy to code....
