could please explain me in detail regarding the overlay option
Does this belong to ICETOOL or DFSORT.

OVERLAY is a parameter of DFSORT's INREC, OUTREC and OUTFIL statements. It "belongs" to DFSORT rather than DFSORT's ICETOOL, but you can use DFSORT's INREC, OUTREC and OUTFIL statements with various ICETOOL operators.
