How can we pass parameters from jcl to cobol other than PARM and SYSIN parameters

I am not sure if my answer is stupid,
but we can pass data using files, thats what we call control files .. as input to your program

You can "ACCEPT" a value from certain devices, but as above, why not just use a file?
