The below given is one of the uses of option VLSHRT
The usefulness of VLSHRT is used to handle "short" SUM fields. A
"short" field is one where the variable-length record is too short to contain the entire field, that is, the field
extends beyond the record. When VLSHRT is in effect, DFSORT will leave short SUM fields unsummed. In
addition short SORT, MERGE, INCLUDE and OMIT fields can be processed with VLSHRT even when a
SUM statement is present.

If you're not familiar with DFSORT and DFSORT's ICETOOL, I'd suggest reading through "z/OS DFSORT: Getting Started". It's an excellent tutorial, with lots of examples, that will show you how to use DFSORT, DFSORT's ICETOOL and DFSORT Symbols.
