The JES2 command to cancel a job is $C with the appropriate parameters.

See here in the z/OS V1R7.0 JES2 Commands manual.

There is also a CANCEL TSO command, as described here in the z/OS V1R7.0 TSO/E Command Reference manual.

Of course, it's usually easier to use a spool interface like SDSF, IOF, or SYSVIEW to perform the same function, usually by placing a "C" on the line next to the running job.
