Can we write in an empty VSAM file which is in shareable mode.
(DISP=SHR)

But it can not be opened in the program if it is empty... right ?

yes it will be treated as if the file doesnt exist

Initialize the file using VSAMINIT in the JCL and then open the file in the program.
