Are you referring to control cards?
Did you find some datasets like HLQ1.HLQ2.CTL in your system and this prompted your query?

I don't think CTL is a "formal" acronym. I think people just use it (or CNTL) as an abbreviated version of "control" as in "control statements". In the example you show, SYS1.CTL has members containing DFSORT control statements.
