sunish,
Complaint technology is any technology, be it software, hardware, medical, automotive, industrial, or whatever, that adheres to, or complies with a set of standards, rules, or regulations set up by some governing/regulatory group or agency to oversee that technology.
An example in an industrial setting may be a standard for particulate emissions from a smoke stack. Whatever technology the factory used to reduce the particulate emissions would be considered ?Complaint technology? if the particulate emissions were less than the standard and ?Non Complaint technology? if the particulate emissions were greater than the standard.
Does this answer your question?

Nice catch Dave
I read right through that. Even cut/paste and didn't see it
If sunish meant 'complaint' technology I'm at a loss.
