Plan is bound from a one or more DBRM
Package is bound from one DBRM

When a change is made to one module in an application,
If we use plan then the whole application need to be bound again
If we use package only the module that is modified needs to be bound.

We can have different version of packages in an environment.
Where as in plan we can have only one version of the plan.

In short packages are easy to maintain.
